paypal help pleaseeeee

of well i brought this account of someone, i payed him and the details he gave were wrong and he was offline etc. so i claimed and as it was a gift i put it as a Unauthorised Claim.
we are speaking and his itenernet went and he is willing to refund.
think is he can because he is in - funds
well we sorted that out so that he wasnt
then his account was limited and we cant do anything,
i have tryed closeing the dispute put it ses that it is invalid.
any ideas?

 

He can still refund any charge he received despite being negative or limited. IF he is stating otherwise he is just lying.

 

he was on team view with me, it wont let it be refunded, i will be phoning paypal tomorrow
