Why you think they are ban evading:

How do you know that's the account that he made? The IP's don't full match.

 

Because he confirmed that he was banned in that screen.
Also, another guy on MSN ( see my MM thread ) told me that that was HIM and he got banned; )

 

I've banned him for fake vouches in his sig.
