    Download avast! anti virus and scan. Delete all the viruses, boom, he cant fuck with you anymore. Then recover one last time, and then youre done :)

    I contacted runescape billing support with my trouble and I added the creation IP address :D so they now know I'm orginal owner, they said they will try all they can to reset my information and send my details to the related department.

    Atleast Jagex is on the right track!

    Recover it then remove everything and set new stuff to it you then should
    have full control of it you could also give jagex and email.

    Anyway, do what the others said. Contact JaGex's Billing Support and tell them what's going on.
