To be honest, I would go ahead and get the 40 attack and then max it out.

 

not that great atm, would take about 2 weeks to bot the stats on that account. Get 80+ str and 80+ range and you'll be legit

 

Not with those stats no. Need atleast 40 attack or melee is useless.
I'd go with 13 prayer, you get 10% str bonus and still only gives 1 cb i believe.
