They're basically the replacements for mint cakes.
They are pretty hard to come by, and have a low GE value... so their street value is inordinately inflated.
They are used when buying or selling rares, for the most part.

Actually it is spam, but they are basically really cheap herblore exp. Wergali costs 6k, and the potion is only 700 gp. So you can gain herby exp without losing alot os RSGP.
