This is actually a very good idea. However, stuff like this only gets pulled off by very wealthy people, so I reckon he would have to wait a few years.

By the way, the only people that buy in bulk are the street dealers, or middle men. The cops usually go for these guys first, then try to fish out the supplier. I would suggest you pay someone else to deliver it, or tell the dealer that you're working for someone else.
