Order problem

I ordered from shizzy123 for a 21-91 hunter. It costed me $15. I was told order should take around 15 days or so. Everything seemed ok i sent him money and he said it will take 24 hours to start on the order. When the first 24 hours were up he messaged me back saying i needed supplies which i quickly bought and i had to wait another day for him to contact me back. After that i wasn't contacted for awhile and i couldn't log onto account or change pass otherwise i would have a no refund policy. 4 days went by with my account not being trained and i gave him a days notice to do something on the account or i will change the password and try get my money back.

The day came and i put a dispute open for my money back and changed my password. He told me that he will not give me my refund even though he hasn't done so much as log onto my account maybe 1-2 times and has gotten 0exp trained. I told him well would it be alright if my paypal dispute doesn't go through if you just trained my account as planned and he said to late i opted for a refund/ So it's a lose/lose situation for me and am in a horrible position because of his lousy customer service and i'm hoping a mod can help me out.

So the problem i have here is he has ignored me until the point where my order was not getting finished and i had to do what i could to get my money back.

As you see in one of his posts he says you should have contacted him which i did and he hasn't responded. I want this order resolved because he has completely ignored it and is not willing to give me a refund even though he has done completely nothing. His bad customer service led me to not getting anything not even my money back.

Update: My dispute got denied so it aint necessarily a "refund" if i haven't got my money right? Can upload dispute getting denied if ordered to do so.
