How do you stop a hacker from recovering over and over?

I've been going back and forth with recovering my account with this hacker who has alot of my original recovery info, but not all of it, is there a way to make it so he can't recover it anymore?

I know he has almost all information, but I have the very first paypal transaction id made on the account in 2007, plus like 10 more passwords used.

Even though im putting in more info, he can still recover it, so is it gonna be like this forever, or how can i secure it?

You can request that Jagex lock the account. How did the hacker come to posses the original info?

Get it locked, or put a p2p pin on it to add to your info. Register an email, just be better than them.

Put a CC on the sucker. When recovering an account with CC payment, Jagex is very careful about giving it back to the rightful owner.

If he knows the info, you can't. You can get it locked but there's always a chance he can get it unlocked with the info he has.

He use to be my friend, so I asked him how to download a bot, he said itd take to long to explain and that he'd do it for me, so he had me download this program where he could use my computer from his, lawl some old program from 70s lol, I know it sounds dumb to trust that but he was my friend for 3 years, then he went into my word pad and copyd all my runescape account info.

I have the paypal transaction id from the very first time i put membership on him, hackers email is already registered.

I even hooked up the old computer I used to create the account on, and hes still able to recover.
