    This guy has forgotten his password and when he is recovering the password from steam, they are sending him mails to reset the password but he is not able to receive any. The account is registered to his Email Address.

    because it has been hijacked!!! and in order to reclaim that u need the proof of purchase. If ur the owner of this account, you should have had proof of purchase in anycases.
