Total level: 1595. Overall rank: not ranked WTF?

This isn't my account but I noticed something most unusual on the runescape hiscore page for a particular account.

His total level is 1595 yet he is not even ranked in overall stats. Idk what's goin on there, I only discovered him because he is one exp away from 99 fletching. Perhaps someone can offer an explanation? Or maybe just share in my confusion

So far as I can tell, it's just for that one account. I checked others, they all had lower overalls and were ranked. Probably some jagex staff member trying to hide his alt very ineffectively

 

Banned or Locked? I remeber something about accounts not showing up on High scores if the account is banned or locked. Not sure if it's true or not.

 

I'm pretty sure if you're banned or locked you're not in the top overall anymore.

Edit - That's like Gertjaars getting banned but still being number 1.

 

The thing is though, if his account is locked/banned why would you be able to see his fletching and other stats in the HS?

Hmm. Thats really freaking wierd. Gotta be glitched, theres no way you can be ranked in all those skills and not be overall ranked, surely?

Banned accounts aren't on the hiscores. Locked accounts are.
