Since scammers can just make a new sythe account, make it to where they can not scam again without going through alot of trouble to make a new paypal account.

Above are NOT enough proof. Paypal can inquire about a transaction and reverse payments without any input from either side. If there's not msn convos, this is pointless.

Also, it's ridiculously easy to make another paypal. I have 20+ because they keep getting limited.

 

This. Although the intention here is very noble, the task is a bit too big, and can constantly change.

 

Yeah, for example: Paypal had a little issue with people sending personal payments to and from India. That's why they automatically reversed it. Sometimes it's not the buyer/seller's fault.
