Regardless of if I believe you or not, I can't do anything about the scam portion of the report, as you don't have enough proof to back up your claim. As he pointed out in his thread, the $200 could have been some random person and not him. The I.P., although it matches could easily have been taken from him via msn, and doesn't really prove much.

All that being said, he's still a ban evader. So he's banned.
