I've signed up from Canada which gives me a $3600 CAD sending limit Just use fake information, but make sure your account is secure (don't sign in with a proxy), otherwise it'll become limited and you're screwed.

 

make a new pp account and when you choose your country choose Singapore

 

Make a Premier Canadian Paypal account.....automatic sending limit.
