In anyway; that I could get a fire cape on my level 54.

Stats are as follows;

70 range
65 mage (Dt done)
65 str
50 att
62 hp
15 prayer <- Will level it up if requested if you are POSITIVE you could get the cape

Basically paying $40+ paypal, a lvl 119 with several 99's, or a WoW enhance shaman w/ shadowfang. (He's 80 and fully decked in t9/.5)

get a cannon lvl up your rnge the more prepared the better it took me a 6 tries to get fire cape on my lvl 78 now 115 and it was my very first time trying
