A Rule Change/Adjustment

I personally think that this right should be only available to a global moderator or above if not only admin, and i think it should be changed...

I really don't know how the rule system changes but, i do know that some rules should be taken in consideration by the community and not only "staff".

It is open ended for a reason. If a section does something dumb, it can be undone.

 

I don't think I understand where you're coming at with this. The moderators are like the police, they prevent wrong doing, and police the forum to make it a nicer place for the average user.

If they see you doing something that may disturb another users experience intensely, I myself encourage them to take action. I think the idea of them not caring is worse than the idea that I may be attacked for doing something I wasn't aware was wrong.

Besides, if you're truly sincere in your apology for your act, or really try hard, they'll more than likely give whatever punishment you got a second thought, and would probably be kind and reverse it.

The clause is there simply to make it so moderators aren't restricted to enforcing JUST the rules, but can do what they believe is best for the users . If they're being unfair, just say so and there's bound to be someone on the staff who will hear your plea .
