Have a section of forums that says "New Members Click here" or something like that. This would be very useful for new players to understand what vouches are, what MM's are, and where to find stuff and what to do if you are scammed. I think this would decrease the number of scams.

Nice but if they don't understand it that's what the search button is for.

Or, there is a sticky in the Community General section called 'New Members READ' or something along those lines. Then when a new member registers an automated PM could be sent, linking them to that thread and the rules. I don't know whether you get a automated PM when you register as it has been a long time since I registered, but that might be a good way to expand on your idea.

Ya, but it should be like an easily accesible place and not hidden in a place where new members can't find it. And I like the PM idea =]

Just have them read the rules. Problem solved.

I Like this idea a little.

But as BFS said above, I have to disagree about the search button. Personally I only used that once or twice. Only to find my own threads nor for anything else.

You can just read the rules in each Area on sythe tells you the DO's and DON'T's

Not "Make" them read them. No one is "Made" to do anything. If they do not read them it is their own faults.
Maybe suggest them to read them. Or maybe when a new member joins sythe. Have an automated PM sent to them with links to rules DO's and DON'T's

Some new members seriously don't know what vouches are and don't even think scams occur, therefore, they are often targeted for scams.
