How will this work?

Account for pin;

Player A(Account) will let me on the account, I will verify stats/items with Player B(Pin). If everything is good, I will change the password to the account, and collect all the information Player A knows. I will then get the pin from Player B and apply it to Player A's account. If the pin works, I will give Player B all of Player A's account info.

Account for account;

Both players A and B will let me on the accounts being traded. I will verify the stats/items on all accounts. If all is correct, I will receive all the information from both player A and B, and swap the accounts info between them.

Account for paypal;

Player A(Account) will let me on the account being traded. I will verify the stats/items. If everything is good, I will collect all information from Player A. Player B(Paypal) will then send the amount they agreed on to Player A's paypal. When he confirms he has gotten the money, I will then give Player B all the account information.
