Looking for a custom OpenOSRS/Runelite Plugin

I would need a custom OpenOSRS/Runelite plugin that is a quite a challenge (or at least i would describe it so) and would of course be paid to programm.
It would include:
1x database with private access
1x encrypted database for others
1x the plugin itself
