There are plenty of level 3 skillers with 99s in skills such as Herblore. The best IMO is 99 Slayer @ level 3.

 

I know him IRL , Like now shit im not trying to get e fame , He has nearly everytihng 99 not just herby

And 99 herblore, don't he have some other stat to make the money for that?

 

He has everything 99 Except for 97 Runecrafting and 90 Construtcion. Everything esle is 99.
