I too am doing free Powerleveling to help get up my reputation on Sythe (And for a few vouches).

Requirements:
You obviously need enough money to get to that certain level.
You must have recovery questions I do NOT know (So its 100% impossible for me to scam)
You must keep the same password (Another prevention of me scamming)

Also, if you are a member, keep all billing info to yourself.

Vouches:

None so far (On Rs.org, back then when we needed vouches for MM, I had 15 so I guess it helps lol).
