This certainly isn't plagiarism as you don't own the effects. But ripping is another story.

@Dzeny Were you asked to make an avatar similar to Izad's for that order? Can you explain your side here please.

 

I haven't been asked to make an avatar similar to Izad's.
All I can say is that Izad has been reporting me loads of times, all reports were closed since they were totally nonsense, same like this one.A few months ago i have been reported as well few times.The only thing that is same on my avatar is the movement which Izad didn't invent,I have been using the same one as well on a few of my banners.Izad tries to ban competition.I proved to Sectional Mod that izad lied on last report, he hasn't been punished for that which is really unfair. Devil you should check last report for sure (I am not sure how to find it, I guess it should be somewhere in archives that you can see, it's really relevant for this report), since it proves that Izad is a unreliable person. He was giving a false report.

Last report was something different and you weren't punished for it as it was just a wooden sign. This avatar is a bit different. There are several rips (the floating, color, gold on righthand side). It is definitely a rip.

Did you sell this avatar you are being reported for? Or is it just a sample you made @Dzeny ?

EDIT: If you are referring to this report, again this is a different situation but I am aware of it.

 

I hate to break it to you, but you are not competition.

I have never reported any of the real competitors, because they tend to be original and don't feed off of others. There's a reason I consulted other's before filing this report. After last report I thought I might be too harsh, but graphic community was pretty much unanimous that this is a rip.

 

@Dzeny This is a clear rip you are using to help advertise your business. As stated before, previous reports don't hold weight here because this is something different. I recommend in the future you create original work that isn't a clear rip of someone elses.
