    He's from RSC, when they transferred over accounts, they only had 1k hp xp(thats how it started in RSC)

    Its an old glitch from when RS2 first came out. When you created an account back in RSC, the accounts only started out with 1000 HP EXP. When RS2 was released, the amount needed to have level 10 was changed, thus making the accounts that were fresh when RS2 came out have only 9 HP.

    and so, another 12 year old leecher joins sythe. xp was less in RSC, when transfered to RS2 it got down to 9
