Ban Evader/Scammer - IP Ban Please

After getting him banned a few days ago on sythe, it's funny how he thinks he can get away with scamming me of 4 usd via paypal. He reverses the $4 usd paid to me the day after and comes back brilliantly with a message in my pm. The pictures below say it all and unless he has A GODLY REASON as to why the fee was reversed then I think he deserves another ban hammer here as well (wouldn't matter anyways, he's ban evading).

The account you will see below is "Nasdad", that was the account originally banned on here for ban evading.
