He won't give the account for 12$. He want to send the cash like a gift, because there won't be any fees.. and his hosting cost around 11-12$. So what's the plan. You send him gift for 12$, you receive nothing and He pays his hosting for 1 year probably.

Upon him giving me the account name and password, and receiving the email that he has changed it to mine, I logged into my paypal, while loading WoW WoTLK (Note the EU Version) just so that I could at least SEE the toon with my own eyes before sending his payment, (even though he gave me a WoW Armory link, that when I tried supplying myself with the same char name, turned up either an error on one site, or nothing on another armory link site)
- I attempted to login and the password did not work.

It didn't cost anything to figure this out though thank god

Dude, I gave you the account username & password and I also changed the e-mail to yours. Five minutes after I did that you changed the password, and of course that makes me believe that you are going to take the account without paying me. However, I sold the account to a guy named Ethan on this forum, Aciddrop can verify this as he was the middleman.
