On Sythe, people are allowed to vouch for whatever they want. It doesn't matter what it is, as long as the two accounts aren't in relation with one another.

And yes, you're allowed to base a vouch on trust, even if they really never did any transaction for you. Vouches are meant to show trust, but it's upon the user to interpret the vouches and decide whether they feel said user is trustable or not.

Also, vouches are not allowed to be used as currency, as stated in one of the Market's Stickies.
