Paypal Limited

My paypal just turned limited and I can't send any money out.
It tells me to folow steps to get my account not limited.

Tells me to:

Change My Password - DONE
Update My Security Questions - DONE
Validate your Account Information - Waiting for your response

I click to resolve this, and it gives me these 4 options.

To restore normal account access, please provide one of the following:

Confirm location
If you'd prefer, there are alternative ways to provide information:

Confirm your bank account
Confirm your credit card
Provide proof of address


I carry on with confirm location, and it asks me to add a credit card. Which i can't do. My account is un-verified. How can I get rid of this limit and still remain un-verified.

Confirm address - you have your paypal address verified? i mean RL address , they should have sent you an letter to your home address. to confirm that

 

Nah I can't verify it, I don't want to add a cc to it.
I just made my address. Don't want to add a cc or verify it.
