The acc i bought keeps getting locked, ive been able to unlock it the first time it got locked. When it gets locked does it mean the other party is getting declined?

 

It's most likely getting locked due to the IP change. If the recoveies were removed within the same week of the sale and you added a new pass + NEW RECOVERIES ( this is what does it ) the Jagex system thinks that someone has hacked it.

It is locked until recovered, the appeals take 3 to 5 days.

 

No but its been locked the second time and our ips are very similar because we live 8-10Miles from each other

I bought an account this week also, added 3 new passwords, 2 recoveries, an email and a bank pin. I'm not locked?

 

What about quick switching between ip's ? i.e 2 minutes (one time)?

And changing passwords within the same day/week the acc has had dif ip's ?

 

It could be because he is trying to recover it.

 

Probably because the seller is trying to recover it. I had the same issue before, and eventually I was scammed by the seller >.<. Lost an account worth around $400 :[.

 

Its probably because of a major IP location change. Ie. You're from Europe and the original owner is from USA.

 

That's why he said he lives within 8-10miles of the guy right?
Idk just wait out the recovery, you will eventually get it back.

 

The only reasonable conclusion is that the seller is trying to recover back the account. If he lves close to you, go pwn him lol. He won't be able to recover then ;D.
