that's if an account is locked, if you send a forgotten/stolen password request it takes 1 or more hours depending on the accuracy of your info. (typically no longer then 3 hours)

Difference between stolen request/forgotten

Stolen password request - Deletes your recovs

Forgotten password request - Just gets your password reset.
