Firstly, he doesn't want to use an OMM, and he wants you to go first.
Secondly he doesn't want to show the money ingame to prove he actually has it.
Thirdly he keeps making up excuses for EVERYTHING.

So we've established that he wants you to pay him first, then he go's on your account. So he can scam your real money and your runescape account.

Whatever you do, never go first to this person.
