I have no idea how it does, but it's going to be a script to do it automatically, otherwise they'd be no point in adding the feature, as it's just simply the same as PM'ing an Admin and telling them the IP address to unblock.

 

You're not understanding.

Ip Blocking is not IP banning. Blocking is done via a script to help prevent DoS attacks, and IP Banning is done because you did something bad. To access the unblocking IP page when your IP is blocked you will have to proxy in, or you can have a friend do it for you. This is not used for unbanning IPs.
I hope you understand better now.

 

I wouldnt use a proxy , get banned on most sites.

 

While I won't reveal the specifics of the script, suffice to say that it would be wise not to enter any fallacious / non-blocked IPs into the script.
