    Your best bet is to use an image. A code in JavaScript would:

    A. Be extremely hard to make;
    B. Take forever to load.

    Yes, use an image. Something like this except moving.

    Normally a moving backround is just a image that's .gif. If you made your own, like Java said you'd need to know java script which takes a while to learn. Use an image.

    It's simple. Don't do it!

    It might look good to you, but rest assured most web users would hate it, it would get irritating VERY fast and just be a waste of a HUGE downloads. Not everyone has high-speed internet, and the size of the gif needed to make a full-sized background and be animated would be huge.

    You would never use a gif for that.

    You could make something in flash, which still might be pretty big, but it's feasible. Display it across the whole page and style it with "z-index: -1;"

    it would still be a download, chew up CPU, and be extremely annoying for something so trivial and useless.
