runescape private server Packet manipulation

I remember not even 5 years ago , people were using a program to force packets on runescape private servers, thus letting them attempt to dupe and other things. im wondering how feasible this is today, and if there is such programs or guides, or if someone knows how to do it im willing to pay good money.
