Look at the numbers; people with poorer health care will be hit hardest, and most likely die. This is why it came back from Mexico. The people are fairly poor and cannot afford a doctor to treat the flu. Then it mutates and spreads to healthy individuals, who come back to their doctor and get it fixed. Level 6 pandemic is way too far for this. I'd call it an outbreak, a special mutation.
