No 9hp is not luck. It was a glitch back in 02, when jagex made all characters start with 1000xp in hitpoints instead of 1154xp (however, the hitpoints still said 10) They fixed the glitch, but those who did not train their characters once made, still had the 1000xp, which came out to level 9, not 10

 

I sold mine for $4 and a random 9hp for $2 so go and try to get more off noobs .
