Unmuteing an account

Hello , My main was perma-muted long long ago back in the year 2006.
Back then I(foolishly) apologized thinking they will make it a temp mute.
After searching a bit I found out it is possible to get unmuted.
I'm thinking about writing a letter to them explaining how long ago did it happen ,how I haven't done anything wrong since and that everyone deserves a second chance and since it was my first and only offense I find it unfair.

I looked all through the knowledge base and I didn't find a form to contact Jagex/RS mods in any way.

Is there any way I can open a ticket or I haven't got a chance at all :'( ?

If u dont believe me. Rs home -> Help -> Costumer support -> Billing -> PayBySMS Payment -> search for submit a Billing query -> cheance type of querty to orther and u done.
