Buying First Lut. or Grade 4's

I'm looking for a Firsty/Staffy or possibly a Brig with high exp.

 

I had a first lieutenant until Irisk Pker or w/e stole it. I still have a capt grade 3 though. Interest you?

 

How high skill is the capt grade 3? and is it rank locked persay?

 

i got a cap grade 2 just needs 4 more exp till grade 3 but it only has 26 skill and silver with katana 4k gamerscore taking anything for it

 

I'm not exactly sure how much exp. I'll look when I get home and get back to you. Its low exp in every playlist. No exp lock to my knowledge. Maybe take a little work in TS but not too bad.

 

Just has to have alot of exp and under 20 skill.

 

I think its right on 20 now. I lvled it oops And I still need to check the exp. It doesn't have a LOT but it has like 300 something I believe...
