    Not true.

    It's all about the abilities you posses. As long as you have 1 good weapon, or great agility, you can win. When I had no weapons at all (Levels 1-4), I would beat people because of my high agility. I'd dodge a lot of their attacks.

    Weapons and Armor are just a bonus, and they can really help you out. You also have your 'Supers', such as Bombs and Tragic Potions.
