    This is absolute rubbish.

    Firstly, changing the URL does not work anymore.
    Secondly, writing to the billing support or parents email address does not work unless its an extremely minor offence.
    Thirdly, the guide has not been verified.
    Lastly, I bet you did use account review. What was the reason the account was banned in the first place?

    The account in the picture was banned for item/password scamming in July 2005 I believe.
