    In case someone else has this question...

    If I'm not mistaken...

    System Properties > Advanced > Environment Variables > TMP

    Add the path for Make at the start of that.

    Or use CodeBlocks - Dev-CPP is old, and CodeBlocks is far better (and user friendly).

    Doesn't codeblocks require an independent compiler to be installed beforehand?

    I'm sure my codeblocks install came with MinGW.

    It can be downloaded with or without the MingW compiler so both you and Swan would be partly correct.
