I bought an account off him, about a year ago. I have tried to contact him multiple times and he always ignored the dms. i came across his dms while scrolling thru, showed proof multiple times. He ignores my dms after he recovered the account, agreed to give the access back and never messaged me back.

Also @NexusAccounts you have a history of recovering accounts and @BiPollaire Bear has been around for a long time and has never had any issues plus you didn't follow up on this for a long time which is odd. This claim seems highly unlikely, but if you'd like to continue with this report, then refer to my first line above.
