need help with paypal please

I have a serios problem with paypal, i wanted to sell and account and asked the buyer to do claim + cancel, he did claim but when he did cancel it didnt work, paypal took money of me and started investigation then i tryed to do it myself, send money to a guy and tryed to do claim + cancel, did claim but when i did cancel it didnt cancel, tryed again and it said something like its not valid or w/e...now paypal froze my account and wants some proof of my adress, utility bills etc.

i did the claim + cancel step by step like sythe claim + cancel guide says i need to do but didnt work, can some1 help me with it please ?

You suppose to do Item dispute CnC, not unauthorized as that would take time to cancel.
