Why is iz r brad ip banned

Isnt mine, Iz r Brad couldnt acces Sythe, and asked me to put his Dispute here because he is IPBanned.

Iz r brad tried to access the site with out a proxy and couldn't access it and he used a proxy and gets this message "Sorry. The administrator has banned your IP address. If you feel that your IP address should NOT be banned, you may contact the administrator here, or ask someone to post in the Dispute Forum on your behalf."

I think he is IPBlocked, alot of proxies are IP banned.

You need an admin to check his Ip.
