RS2/OSRS server with many quests?

I'm looking for a RS2/OSRS server (other than it being RS2/OSRS, version doesn't matter) that has most quests, but has PvP completely optional even PvP areas (either because the server has that, or because it's a server emulator I can run with myself as the only player), but is otherwise as genuine to the original as possible. Closest I found was Vidyascape which fulfills my quest-need, but sadly it's online-only with regular PvP areas. Likewise, I also found 2009scape which fulfills my PvP-area exploration needs but is too low on quests for me.

Does something like that exist? Server emulator for solo play is prefered over an online server, and RS2 before Dungeoneering is prefered vs RS2 after or OSRS, but I'm happy with whatever's available: only added my preferences in the very unlikely case there's choice.
