Also, to answer everyone's question of where it is, I beleive it is the house in the quest "Rat Catchers."

I HATED that quest, tried it ~3 times, tried for atleast 90 mins each time, and finally got past the guards on the third time.

Damn, took me so long to do that quest. So frustrating.
