Yes. But you can always buy lots of combat lvl's + summoning

 

a high combat level is not required for summoning you know. all u need is the pouches and charms

 

Yea, thanks - the hard part is getting the charms (you can only get them by attacking monsters).

So the charms themselves are not required for your service, just combat lvl? :idea:
