Ban A scammer then what?

Sythe.org has plenty of scammers, it will only get worse because of the global economy is affecting everyone. I think Sythe.org should take another step into the removal of scammers. I know people get ip banned quite often, but the list should be x10 times it's current size. Repeat scammers just make new accounts and come back. I feel that extra security should be put in place to prevent scamming or if some one does scam make sure they don't come back ever.
