What REALLY happened, is that pre-tutorial island (before early 2002) you started with only 1k hp exp. After tutorial island you were given 1.3k exp. In 2004 they changed the way the experience to get a level was. This made any account created BEFORE tutorial island 9 hitpoints. It's not that rare.

 

So where's yours?

and this is how the 9 hp came to be XD
"No, the 9 HP thing is from people on RSC with 10 HP that transfered over to RS2 when it came out, since they changed something with combat. It's also the reason why the max Combat Level was increase"d.
