I think you got his pricing wrong. You start at 6mil and take off what levels you have, to give you a total. which is less than 6mil. You can have more than one cape on an account, and he says he has done 20 fire capes but not necessarily for himself, there are plenty of sites where you can find people who do firecapes or who want firecapes done.
