sending money on unverified paypal

Please dont come here saying "unverfied people usually scam!"
I dont know how to barely use paypal for one

and i want 2 RS Pins but can i send money as a non verified

Im 16 So i can get the credit card and no one around my storewise sells the cards.....

Please help i need Pins lol

EDIT: I Have around 40USD on te paypal atm from receiving it but its like frozen money ='[

 

No, you can't send money on an unverified paypal account. If you can get your account verified, do it. It will save both you and anyone else you trade with a lot of grief.

You cannot send money through an unverified Paypal account, but you're able to receive money on it. Until you get it verified there is nothing you can do with the 40 USD on your Paypal account.

It's not difficult at all to verify your Paypal account, r33l offered you 2 really good guides and I suggest you use them to verify your Paypal.
