Dark skinned people can recieve the priesthood! You must be reading some other Lds Book or interpret wrong heres what it says.
Mormon 5:15
"And also the seed of this people may fully believe his gospel, which shall go forth unto them from the gentiles: for this people shall be scattered and shall become dark, a filthy and a loath-some people,beyond the description of that which ever hath been amongst us, yea even that which hath been among the Lamanites and this because of their unbelief and idolatry"

This means thats those who did not believe in god also known as gentiles they were made with different look and skin colors and many more.
Example;Asians,Polynesians,Africans,Italians and many more. it does not mean anything more.
